Hi reader, welcome to Montenegro! Like most other Serbians, I spent my summers in Montenegro‘s summer camps, coastal towns, and remote villages. We used to be a part of one country for decades, after all! I hold this place so dear to my heart and would LOVE to tell you all about it. 

Today, I help you decide where to stay in Montenegro! I included 7 areas that are most popular and that I know best. For every area, I cherry-picked the best hotels and apartments for all budgets so you can book the one that best matches your interest and wallet!

Kotor is the most charming coastal town with so much history, I absolutely recommend it for first-timers! But stay tuned because there are other really cool places you’ll want to explore.

Remember to book your stay in Montenegro in advance, especially if visiting during the peak months (July and August).

1. Kotor – where to stay in Montenegro for the first time

Perched at the Southern edge of Montenegro’s Bay of Kotor, Kotor is an exemplary seaside resort radiating with centuries’ worth of history. 

With such a long history engraved in its cultural fabric, it’s no wonder why this gloriously quaint town has been given World Heritage Site status, enhancing its awe-inspiring blend of medieval design and gorgeous scenery tenfold! All of this makes it a perfect location for first-time visitors.

Kotor’s main attractions are its 5 km (3 mi) long fortress-like town walls that draw visitors in with their maze of narrow alleys, quaint plazas, and centuries-old architecture. I have a thing for visiting medieval towns in Europe and the Middle East, and let me tell you, Kotor is still among the top 3 most charming places I’ve seen!

Kotor is also very famous for cats! Over the centuries, these furry creatures became an essential part of the city’s culture, and now they are an official symbol of Kotor. You’ll find cat-inspired souvenirs in every shop in Kotor Old Town!

If I had a dollar for every cat I saw walking around Kotor Old Town, I could definitely buy myself another night in a nice hotel in Montenegro!

Other main attractions include St. Tryphon Cathedral (map), the perfect example of Romanesque architecture, the Maritime Museum (map), where you can understand how this coastal town grew up around its maritime culture, and, of course, the Kotor Cat Museum.

Kotor also has a lot of really nice restaurants in the Old Town. I celebrated my birthday here once, and I can vouch that whoever visits this place will surely want to come back a second time!

INSIDER TIP: You can actually walk the massive walls of Kotor! You’ll find one entrance to the walls by the North entrance (map) under the arch, and another one just as you exit the Southern gate (map) to the left.

Do note that accommodation is slightly more expensive inside the walls of the Old Town, and you can find tons of great private apartments just outside its walls. I stayed in one and loved it – you feel like a local but you’re so close to the touristy spots. 

As we’re at the topic, a looot of accommodation in Montenegro is based around private apartments. People gladly offer their homes (that are either unoccupied or renovated precisely for tourism purposes) to visitors here.

2. Budva – where to stay in Montenegro for nightlife + for beaches

Budva is truly a buzzin’ coastal paradise dotted along the Adriatic Sea, some 20 km (12 mi) North of Kotor. The town is renowned for its laid-back vibes, beautiful beaches, and historical monuments, so it’s no wonder why it has become such a sought-after tourist spot as of late.

Budva’s nickname is Montenegrin Miami – yes, the beaches and nightlife are that good!

FUN FACT: Budva’s history dates back 2,500 years, and this makes it one of the oldest towns on the Adriatic coast!

Budva’s Old Town has encircling fortress stone walls that have weathered the test of time, full of stunning cobblestone streets filled with nooks and crannies lined with delightful shops, cafés, and eateries. While sightseeing around the Old Town, you won’t want to miss the Citadel (map), a formidable medieval stronghold that boasts extraordinary panoramic views over both town and sea. 

You could get lost in Budva’s 35 km (over 22 mi) of captivating coastline, picture-perfect sandy beaches, and secret coves up for exploration. A great place to start is Mogren Beach (map), a short stroll from the Old Town. Also, don’t miss the Sveti Stefan Beach (map) close by.

Sveti Stefan is one of the most iconic places in Montenegro (Novak Djokovic even had his wedding here!), so definitely appreciate it from this viewpoint (map), or feel free to walk around. The area around Milocer (map) just North of Sv. Stefan is so beautiful that even the Yugoslavian royal family chose this place to build their summer retreat.

When the summer months arrive, so does Budva’s prolific nightlife – everything from swanky bars to bopping nightclubs and beach parties. Big-ticket cultural events like music festivals and theater performances bring people in from all around the world. 

TIP: Check out Tophill, a large open-air club with amazing sea views, and Trocadero, the biggest club in Budva. Jaz Beach (map) is a must for open-air parties by the sea!

If you’d rather stay near Budva but away from the hustle and bustle, tons of private apartments are available in Becici and Rafailovici, Budva’s Eastern neighborhoods and places where I used to stay on our family vacations. These are great places to stay in Montenegro with kids!

GETTING AROUND: Budva is also the best place to stay in Montenegro without a car from a logistics point of view. You can take buses and boat tours to almost any location in the country. 

Still, I definitely recommend a car rental because there are so many small towns and spots you’ll want to see along the coast that public transport doesn’t cover. I was never a fan of taking buses in Montenegro; they always made me sick with all the curvy roads and questionable AC. 

You’ll find free parking zones across the coast, and most private apartments and hotels also have free parking.

3. Tivat – best place to stay in Montenegro for luxury

Tivat is another one of my favorite places in Montenegro with a central location in Kotor Bay, just 10 km (6.2 mi) West of Kotor. If you’re flying to Montenegro, chances are, you’ll fly in here. Boasting lovely views and some of the most luxurious accommodation in the whole country, Tivat is the place to be for luxury seekers. 

Recently, Tivat has gotten a new seaside district called Porto Montenegro (map), which is basically a luxury yacht marina with some of the most upscale resorts this part of Europe has ever seen (yes, I’m talking about Regent!).

Whether you want to throw a private party on a yacht or just enjoy a posh night out, you’ll find tons of places for that here.

But in general, and especially out of Porto Montenegro, Tivat is not nearly as noise-polluted as Budva and even Kotor. It has a really nice atmosphere with all things touristy but it’s all well-balanced. 

The entire town is completely walkable, so you definitely don’t need a car to get around. 

I often stayed in Tivat for my flight layovers from Moscow to Belgrade both during the season and off-season. Loved it every time, plus a taxi ride from Tivat airport to Kotor is just 20 minutes, great for quick sightseeing! If you’re in a hurry, I don’t recommend a bus from Tivat to Kotor because it takes a much longer route.

TIP: If you’re flying out from Tivat airport in the summer months (June to September), be there at least 2 and a half hours before the flight! The crowds can get insane and the airport is really small, it’s easy to get lost or end up waiting in a wrong check-in line. Always ask the person in front which line you’re in in case the place is crowded.

4. Herceg Novi – best for history and nature exploration

Conveniently located at the entrance of Kotor Bay, Herceg Novi is one of the most popular and culturally rich places in the Adriatic Sea. It lies on a hill some 20 km (12 mi) from Tivat and 40 km (25 mi) from Kotor.

Travelers who come to Herceg Novi can learn about history, see natural beauty, enjoy spa experiences, and enjoy bustling culture. This makes Herceg Novi a perfect mix between the old and the new, modern and traditional.

14th-century Ottoman mosques and fortresses, Spanish fortresses, Gothic and Romanesque churches, and more diverse historical gems await a history buff in Herceg Novi!

FUN FACT: Herceg Novi is known as “The City of the Sun” because it has the most sunny days in Montenegro, around 200 a year.

With its sunny disposition, Herceg Novi is renowned for giving people the warmest of welcomes. Plus, don’t get me started on all the vineyards and amazing wine tasting opportunities here! I mean, what else can you expect when you combine a hilly terrain with so much sunshine!

Wander along Pet Danica’s idyllic boardwalk (map) to enjoy the attractive white-washed restaurants and cafés. This place is simply marvelous, and I vividly remember it even though I last visited as a kid! Make sure to have at least one meal at the seafront.

I also recommend passing by Lustica Bay (map) resort with a yacht harbor nearby. You can take a plunge into glistening waters and try water sports. There are also a lot of hiking and biking trails with breathtaking panoramic views. 

Throughout the year, Herceg Novi hosts various cultural events and festivals. These include the renowned Herceg Novi Film Festival known throughout the South West Balkans and the Mimosa Festival celebrating the arrival of spring with vibrant parades and festivities since 1969.The city is also close to the Croatian border, making it a popular base for day trips to Dubrovnik (1-hour ride, 60 km or 37 mi). 5. Petrovac – great for a peaceful retreat with kids

If you’re looking for a quiet place to chill close to the coastline in Montenegro, Petrovac is your spot. The town is located just 18 km (11 mi) South of Budva town, and it’s snuggled up on the romantic Budva Riviera. 

With its tranquil beaches, captivating historic sites, and chill vibes, it became an increasingly popular hotspot for sundrenched, spectacular views. Many people come here to unwind and truly appreciate the beauty of nature!

The area is vastly different from the busy Budva, and you can truly forget about the stress of daily life. Everything there is easily accessible so you won’t even need public transport.

I recommend Petrovac for families with small kids because of its serene atmosphere that hides plenty of kid-friendly activities.

A sense of a leisurely Mediterranean vibe is present throughout, interspersed with delightful cafes, seafood eateries, and jewelry stores filled with souvenirs and artwork. You can enjoy private secluded beaches or other beaches that have larger groups of people, but the most beautiful one is Lucica Beach (map), followed by Petrovac Beach (map).

TIP: Seafood is absolutely delicious in Montenegro, and Petrovac is no different! Try their stuffed calamari (my favorite dish in the country) and seafood risotto! Konoba Tramontana (map) is a good option.

Petrovac shines its brightest with its medieval fortress, the legendary Petrovac Citadel (map). Alluringly positioned at the top of a grand hill, this is the perfect viewpoint to admire those sea views, especially during sunset!

My favorite activities here include renting a kayak (here’s a good provider) to the many secluded coves in the area. Katic Island and St. Nedjelja Church (map) is a really popular destination for kayakers! Tip: You can walk to the church on this islet and ring a bell!

You’ll definitely want to rent a car if you are staying here. Given its small size, Petrovac has a pretty poor bus connection to other places on the coast.

6. Ulcinj – best for sandy beaches

The coastal town of Ulcinj is located a 2-hour drive South of Kotor, and it’s renowned for the longest stretches of sandy beaches around. If you’re coming to enjoy the beaches and practice water sports, Ulcinj is the place to be!

Most of Kotor Bay and Budva Bay beaches are either rock or pebble, while Ulcinj is the ultimate sandy beach paradise.

Arcing over 13 glorious kilometers (8 mi), Velika Plazha (or Long Beach, as it’s often called) promises fun and long days in the sun, sea, and sand. Whether you’re a fan of swimming, kiteboarding, or windsurfing, there’s plenty here to get your blood pumping!

Ulcinj is only a short drive from Albania, so if you’re visiting Montenegro, you might want to visit this other underrated Balkan gem as well. By the way, you’ll notice a significant Albanian presence in Ulcinj, too, since over 70% of the population is Albanian.

Some of the main attractions in Ulcinj are Small Beach (map), Long Beach (map), and of course, the walled Old Town (map).

Ulcinj also boasts a plethora of natural attractions. Ada Bojana (map), formed by the delta of Bojana River and surrounding an island, is one such paradise – perfect for birding folks eager to get their binoculars out and fishermen looking for some action.

7. Lake Skadar – great for nature and history lovers

Skadar Lake is the hidden gem tucked away between Montenegro and Albania. Spanning a whopping 370 km² (230 mi²), it’s the largest lake in the whole Balkan Peninsula. If you visit Montenegro and want to see captivating scenes and tons of wildlife, then you shouldn’t miss this location.

Lake Skadar has abundant bird wildlife. It’s home to over 280 bird species, one of which is Dalmatian pelican, the symbol of the National Park Skadar.

The lake is shimmering with iridescent crystally water and absolutely brimming with lush-perfect vegetation. It’s also surrounded by intimidating mountains alongside its coastline. It’s an incredibly inviting place, undoubtedly a refuge for nature lovers who need to escape the din of everyday life. 

The highlight is Lake Skadar National Park (map, best to enter from Virpazar, the central town around the lake), a protected nature reserve and international site of special ecological importance where you can see the 280 bird species.

Some areas, like Grmozur Island (map), buzz with history – think 19th-century prison ruins for that added air of mystery. Then there are postcard-pretty villages (like Virpazar) along the shorelines showcasing Montenegrin or Albanian culture in all its authentic glory.

Lake Skadar is an indelible part of the rich history and culture of this area. Nestled close to remarkable towns and temples, the stunning mingling of age-old monuments with natural splendor makes Skadar a standout sight you won’t soon forget!
